Yes of course you can hold PHG responsible for choosing a less than optimal fulfilment company, but look at what you are posting

The fulfilment chose to send out via ups cause they were lazy, but you sentence squarely put the blame on Colby, stating that PHG chose to ship out via UPS cause it was easy for them, even when someone else stated that it was the fulfilment company and not PHG
TLDR version, yes you can whine but please at the least try to make reasonable complains.
Oh and before you say I am a friend of Colby, I don't think there's a very high chance he would know someone all the way from Singapore.
