Let's label the prior thinking as "supersitition"... Now if the game were PC based, then yes the order could matter, as die rolls are actually pseudo-random and the pattern is fixed after seeding the RNG. Maybe that is the background this thinking is coming from.
Also, if you do roll to move first, wouldn't you want to remember the number on the off chance that after taking your action you may want to move - possible away from danger, to give cheese/search cards to someone, to protect someone higher on the track, etc.
Also, I would say this would keep people from saying the first roll was actually their search roll and they didn't plan on moving just because it had a * on it. Before I read that it was mandatory, we would specifically state, "This is my search roll" before, so it worked out.. but if it's a rule, then the 2nd roll would always be the search roll. A minor detail, but could be important if 'certain people' play.. hehe.
