But then you have to spend an action searching for it (and possibly failing) when you could have just used that action to scurry and move the one space. Even then, if you fail the roll, then you get swept along by the current and end up having to swim the extra space anyway, as the dangling end is now upstream of you.
Also, it makes less sense to add dice to the roll for other mice already in the destination space when using the fishhook and thread, because the roll in that case would be to grab the thread rather than to grab something along the bank to pull yourself out.
I agree that the rules-as-written do not seem to support the idea that you do not need to roll when using the fishhook and thread. I had just assumed that it does, but then I also assumed that climbing out with the fishhook and thread would not consume your entire move.
