I hate Krylon for the most part. I've had too many minis come out permanently sticky after spraying them with Krylon products. And I wash all my miniatures in soapy water, so it shouldn't have been leftover mold release. I think Krylon's QC is just really shoddy. Avoid the Krylon Matte Spray like the plague! I have had mountains of trouble and hours of work spoiled by that stuff. You can get cheap cans of Armory Matte from Miniature Market online or look for Games Workshop or Testor's for matte sealer.

That being said, I like the Krylon Fusion paints that I've used. I was sceptical because of previous Krylon disasters, but I wanted some lava tiles for Heroscape and it worked perfectly for that and subsequent projects.

The cheap paints will work fine, but they will add to the time you spend painting, as many layers may be required to get a smooth even coat of color. The Vallejo and GW paints go on smooth in one coat pretty much reliably in my experience, with the notable exception of yellow-y colors.
