Well actually, placing the Fish Hook and Thread does not constitute taking an action, but picking it up to put in the part stash is considered an action.

Also, the rules say, "At anytime on a mouse's turn, the player controlling that mouse can remove the Fishhook & Thread token from the party stash and place it on the board. It does not cost an action to place the token."

So considering it says that you can place it at anytime on a mouse's turn and that it doesn't cost an action, I can see a mouse placing it during their move and continuing to the space the hook is on as long as they have enough movement left.
