First we have no idea if the roaches took a turn yet. If Brodie surges early, or players use the Summon Cat scroll Brodie can appear on the first round. His top initiative card moves up a number of spaces on the initiative track equal to a die roll. So he can appear and act before the roaches. Furthermore a player may have moved onto the counter (which is a good idea) to disable their cheese eating.
Secondly if Brodie attacks them then they die (in all likelihood). They only appear (or reappear) on the counter if a mouse kills them and then fails to alert Miz Maggie.
I'm either missing something in what you said/meant or maybe you're playing something wrong here?
