The rules state that only one ability card can be used per turn. My question is what about preemptive shot, is that an exception because it is not used on the mouses turn?

So if your mouse has preemptive shot and another ability card, can they still use the other after using preemptive shot?
Yes. There are a couple of abilities that fall outside the mouse turn. These don't count toward your mouse's ability limit.

From another thread:http://www.boardgamegeek.com/thread/881570/abilities-and-tur..., it looks like it works so:

1. Only one mouse gets to use an ability per turn (initiative card). If it's your mouse's turn, and some other player uses an ability, you do not get to use one.

2. If one of your abilities can be used outside your turn, you can use it during any turn (initiative card) where it applies, but remember that you're using up the allowed ability for that turn.

3. If you use one of those abilities during your turn (preemptive shot), that uses up your ability for the turn. (Could this ever happen?)
