the mouse's turn isn't over until the tile is flipped.
As part of the flip an encounter card (or story setup) is resolved which will place minions on the board before the start end of the mouse's turn. therefore, no cheese, no surge. Note however that even though the mouse's turn isn't over, the explore is the one and only action for the mouse and after that point the mouse can only do free actions.

I agree with the following clarifications. Exploring can also be done using an exit area, not just a flip space. The mouse doing the explore could still do a move if they haven't yet done that, they are not necessarily limited to only free actions.
Not adding a cheese after exploration make sense if you consider that there will be in fact minions before the end of the mouse's turn, but when a new tile is explored the encouter force to shuffle the initiative card and so change the mice order. So I don't think this mouse can continue her turn.
I was also under the impression that you had to move THEN take your action. Is this not true?
