I don't think the roaches on the counter are greedy roaches, just hungry roaches.

If a mouse is up on the counter, they will attack the mice instead of attempting to eat the cheese.

However, I don't know the ruling about attacking mice. Typically on a turn it says they attack the closest mouse, highest on initiative, or one that hasn't been attacked that turn. If one mouse is on the counter with roaches, I don't know if the first attacks and then the rest are rolling for hungry, or if they all then will go after the mouse on the counter.

I don't have the storybook in front of me, but doesn't the rule for the hungry roaches say that they only do their 'hungry' routine if there are no mice in the counter? Then if a mouse is on the counter, they act like normal roaches.

I don't think so. I don't have the Storybook here either, but I'm pretty sure they are completely focused on the Cheese if they're on the counter, but still focused on the Mice if they're on the floor...

Edit:
I forgot that Chapter One is online.
"Hungry Roaches: While there is cheese and no mice on the counter top, the roaches there will not move as usual towards the mice. Instead, they will attempt to eat the cheese on the countertop.....(explains how the die works for the mechanic)"
