Nothing in the rules about it. I guess it depends how hardcore you want to play. Personally I'd have it carry over.

I'm pretty sure the rules do cover this. They say that when a surge occurs, you remove ALL cheese from the cheese wheel. I think the intent here is that cheese does not carry over in the event of an overfill. I agree with Jim on the rest of it. :^)

However, I don't know the ruling about attacking mice. Typically on a turn it says they attack the closest mouse, highest on initiative, or one that hasn't been attacked that turn. If one mouse is on the counter with roaches, I don't know if the first attacks and then the rest are rolling for hungry, or if they all then will go after the mouse on the counter.

I don't have the storybook in front of me, but doesn't the rule for the hungry roaches say that they only do their 'hungry' routine if there are no mice in the counter? Then if a mouse is on the counter, they act like normal roaches.
