Is a free action an action? Sounds like a stupid question but I have no idea what the answer is :) I'm also curious about this.
If free actions do count as actions then the restriction on Energy Rush doesn't amount to much. Filch could for example attack, move, do an equip action and then use Energy Rush. Thematically it doesn't make much sense to get a rush from equipping things, but it doesn't make sense to get a rush from searching either :S
All this is clearly explained in the rule book:
In addition to performing an action, or choosing not
to perform an action, mice can perform any of the

So no, free actions are not the same as regular actions, this is also why they called something different. :devil:
