In my situation, the spawn distances were equally far apart, so I chose to put one on each (felt it made for a more challenging/intersting situation). However, in a situation where you have one spawn pont that is the farthest, you would have to fill that one up first for sure, you wouldn't be able to just spread them around as you choose.
