Yes but only when he is using the staff to attack. If he is casting a spell such as chain lightning, he isn't using his staff, he is using the mystic energies he understands, and that do not depend on weapons. Let's say he is armed with a sword, he can still use his chain lightning to make a ranged attack even though he has no ranged weapon equipped.
